Port Align rasters tool to Processing

PR Description:

Description

Port Align raster tool to Processing as a part of qgis/QGIS-Enhancement-Proposals#271.

Add new parameter type and widget wrapper to configure input rasters (set output path, resampling method and enable/disable rescaling) and new Processing algorithm.

Old tool removed from QGIS, instead Raster menu entry invokes Processing algorithm similarly to the GDAL and some vector tools.

Additionally, there is a simplified version of the algorithm which only accepts a single raster to align and outputs just a normal raster layer output, for use in the modeler context.
