Remove Rewards Module

Summary

This proposal suggests the removal of the rewards module from our provenance blockchain. The module is currently not in use and it impacts the chain's performance negatively by adding unnecessary processing load during the beginblocker and endblocker stages. Additionally, maintaining this module requires effort due to its event-driven nature, and with event structures prone to changes over time, this maintenance is not justified by current utility.
