not able to browse cache instances in the api-management because it's only available in 2019's API

We should update to 2019-12-01 Swagger Spec instead

Defender for Cloud has the recommendation to set the min API Management management API version to 2019-12-01, which breaks working with the Resource Explorer with the following error:
