Reproduction steps

The assertions in `SetExtendedPanId` and `SetMasterKey` in https://github.com/project-chip/connectedhomeip/blob/dc66d4efbd95c55c6564c2432f4929cb5a46ba24/src/lib/support/ThreadOperationalDataset.cpp would fail if the dataset is exactly 254 bytes after sets it.

Bug prevalence

Only encountered in fuzz tests.
