15.3 breaks modifier key mapping

I had to downgrade from 15.3 to 15.2 in order to fix the following issue:

• I've been using an external keyboard with the usual non-Mac layout and the modifier keys were where they are on the keyboard, so switched w.r.t. to the Mac layout. This suddenly stopped working, i.e. option and command were now switched w.r.t. to the external keyboard layout.
• The macOS keyboard modifier key settings had no effect whatsoever.
• The modifier key settings furthermore had no effect on the internal keyboard either.

When using Karabiner-Elements, the macOS modifier settings are applied to all keyboards based on the configuration for the Karabiner DriverKit VirtualHIDKeyboard (as described here):

Therefore, instead of configuring modifiers for each keyboard here, please use Simple Modifications of Karabiner-Elements to set up the modifiers for each keyboard.
