Allow tags to be defined when importing a docker image

Is your feature request related to a problem? Please describe.
At the moment, users cannot set tags at the time of import, unless the image is tagged as part of the tar process, it is imported without a tag.

Enhance the Docker image import feature to support manually adding tags to the imported image.
