Seems like a permission issue: works fine for admin, but isn't listed for regular users. Either is Static Portlet, btw, which led me to this old issue: https://dev.plone.org/ticket/8510

dashboard

To avoid more regressions, we should probably have more tests like these : https://github.com/plone/plone.app.portlets/pull/9/files
