[A11Y] Skipped heading level - Issue view page

Issue Description

The Issue view page skips heading level 2 when a full issue is not published. It may cause confusion to users when using assistive technologies that outline the page's content for internal page navigation.

How to reproduce / Current behavior

1)Access a journal that uses Pragma theme
2) Click on "Archives" menu item
3) Click on an Issue that doesn't have a galley for the "Full issue""
4)Check the heading level from the main title to the first listed section

Action

Ensure proper heading structure by either adding a level 2 heading before each section or increasing the level of all headings on the page by one after the main title.
