Describe the bug On the journal homepage, if you click on the issue image for the current issue you get a 404 error
To Reproduce Steps to reproduce the behavior:
Expected behavior Should take you to the issue

Additional context In the issue_toc.tpl file, the href url encoding is missing the page argument (i.e. page="issue")
