Describe the bug

I've had multiple pantsbuild/pants CI jobs fail with an error like:

native_engine.IntrinsicError: Failed to create hardlink to /home/runner/.cache/pants/lmdb_store/immutable/files/14/14e3ea94b57166cb1e7e429dcf13c3861ef3ba3dd773af3a52aa4dab2da10376 at /tmp/pants-sandbox-OiB1fX/src/python/pants/engine/internals/native_engine.so: No such file or directory (os error 2)

Pants version

PRs off of main branch in pantsbuild/pants

OS
