Java 17 now requires paid support & thus requires a download through the Oracle Technology Network. The buildpack does not support downloading through OTN, so we are dropping this version. Users will need to update to Java 21 or pick a different Java vendor that provides publically accessible downloads. Signed-off-by: Daniel Mikusa <dan@mikusa.com>
