On Open Indiana (and it seems FreeBSD too), it is possible for regular users to create ZFS datasets.

Right now, regular users are not allowed to touch /dev/zfs. Fixing this is a probably a low priority, but we should change this at some point.

See existing issue #434. The ongoing ACL work should lay some of the needed ground work for this.
