Fix for broken build ARM on WIN64 after https://github.com/openssl/openssl/issues/23312

Assuming this is related to issue #26415, which got fixed already by commit 42aced5

there are additional pull requests from community:

• #26440 merged already (and then it got backed out)
• #26509 waiting for review

additional PRs from yavtuk improve .rodata sotry for all OSes and are unrelated to broken ARM build on windows.

I'm closing this issue as done. We still need better fix in future release. I created #1068 with some breif outline.
