[META] Shallow Snapshot Improvements with Timestamp Pinning in Remote Store

Please describe the end goal of this project

The goal of the project is to introduce timestamp pinning in remote backed storage feature and use this timestamp pinning to make shallow snapshots scalable.

On high level, this project is divided into 2 parts:

1. Support timestamp pinning in remote store
2. Use remote store timestamp pinning in snapshot flow
