[Feature Anywhere] General error handling of VisLayer errors

The VisLayer error-related interfaces will be defined in #3267. When that is merged, this can be worked on.

Some notes on how we want functionality:

• for any errors (security or general), show a general toast for each plugin. users can click a button to open up a modal to view more details on the error(s) (error type & error message) for the affected plugin resource(s)
