getReference with complex action is faulty

Complex editor action to get the reference on definition of action creation and not on the action itself. This works perfectly fine when elements do exist in the project and also for single action events, but not with complex actions.
We might think about another option that get the reference during action creation.

Change reference to be optional. If undefined, get the reference on action and write reference to reference
