[Android] Fully Offline Courses (Text and Problems)

Goal

The ability to access a full course experience on your phone even without connectivity will enable learning on the go and in limited bandwidth environments. Today only video downloads are possible on the mobile applications but moving to fully offline text components as well as a read-only problem component experience is a big step forward toward fully offline mobile courses.

I see this was created for android - please let me know if there are any plans to start development on this, we should coordinate as this is funded contribution work via FC-0047 currently. FYI @nizmaylova , @touchapp

Does that mean that offline support is already being worked on?

I found a couple PRs for Android that seemed related, but they're not mentioning FC-0047.

I looked into FC-0047 a bit more and was able to confirm that offline support is in scope for it.
