Add an Open edX Mobile Learner Documentation #827

While migrating the legacy edx.org learner docs, I did not migrate this page:
https://edx.readthedocs.io/projects/open-edx-learner-guide/en/latest/SFD_mobile.html

It was too edX-centric and I didn't have a recent Open edX app to compare to.

Therefore, we don't have a Learner guide to the mobile app in docs.openedx.org. Leaving this issue here to suggest one.

cc @marcotuts - this may be something you consider in-scope as you're creating documentation on the mobile apps
