Requested changes

Request to add new repository with proposed name opentelemetry-configuration.

Purpose

As discussed in spec issue #3379 and spec PR ##3360, this repository would hold the file configuration JSON schema.

Repository Maintainers

There are currently no maintainers for this repository, but I propose also adding a new team @open-telemetry/configuration-maintainers with members:
