Remove WASM runtime dependencies

Describe the solution you'd like
Currently we are avoiding depending on WASM by using LFS.

Once open-policy-agent/opa#3708 is merged and we upgrade to a release that includes it, we can remove both the WASM and LFS dependencies.

We can then unwind:

• Disable downloading large files by default frameworks#133
• Add git-lfs note to README.md frameworks#127
• Use git lfs for large dependencies frameworks#125

Done, I suppose. There are no traces of the wasmtime artifacts in GK 's vendor folder.
