destination staff unable to update the status as destination approved & Complete ( Only these two status a destination facility staff can update in shifting card )
move the button "Transfer to receiving facility" from " transfer in progress " card to " complete" card
note :
This button should be only visible to destination staff and district admin and above user id
if the destination facility outside care, then this button shouldn't be shown to any user
