Bug: Unable to Update Phone Number After Removing Digits in Facility Update

Describe the bug
During updating a facility, we are not able to add digits in phone number after removing some digits. We have to remove whole number to update it with the new one.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://care.ohc.network/facility/1fba3f0d-ce69-447b-b87d-d2ff092e6334/settings/general
2. Remove some numbers from existing phone number
3. Try to type numbers on input.
4. See error

Expected behavior
User should be able to add digits without removing the whole number.
