Actions Section Gets Cut Off at Specific Pixel Widths

Describe the Issue
The Actions section on the Patient Details page on the file section gets cut off at specific pixel widths.

To Reproduce
Steps to reproduce the behavior:
1 . Open the Patient Details page.( facility -> encounter -> select any encounter -> patient details -> files tab )
2 . Resize the browser window to a width of anywhere between 1024 - 1350 pixels.
3 . Go to the file tab and observe the Actions section getting cut off.
