Set stanza version during build based on git tag

Stanza relies on the module version at runtime for setting the version. Instead, we should detect GIT_TAG during the circle ci build, and use that as the version. When GIT_TAG is not set, fall back on the commit hash (which will be useful for builds done from a branch, not releases).
