I lost the 12-word how can I recover it anyway (is an administrator account).

This is an issue within the twofactor_totp app. Thus please report it to the maintainer of that app in its repository: https://github.com/nextcloud/twofactor_totp

If you lost your E2E passphrase then it is gone. Note that on new (upcomming) versions of the clients you can recover it from your client. But if that is all gone then you are out of luck.

Have created new admin account and deleted old.
