Calendar dropdown ignores locale setting

Steps to reproduce

1. Click on user icon, open settings
2. Set locale to something different than US, e.g. German (Germany)
3. Refresh browser window: Locale setting notes "Week starts on monday"
4. Open calendar app and compare week number of dropdown calendar and e.g. month view

Expected behavior

Week numbering in calendar dropdown should be equivalent to calendar view.

Actual behaviour

The dropdown calendar seems to ignore the user's locale setting and sticks to a different format. With locale set to e.g. German (Germany), where a week starts on monday, week number in e.g. month view is shown correctly, but it is different in dropdown calendar.

Please see the screenshot below: Week number is 23, shown correctly in month view, while dropdown calendar shows week number 24.
