We are starting a movement from action-first towards resource-first design.
The basic version of it was described in the [new NEAR CLI proposal](https://gov.near.org/t/new-near-cli-design-proposal/3616).
Now we want to have something similar to [this](https://github.com/near/near-cli-rs/blob/master/docs/GUIDE.en.md) guide.
