Add/edit submission buttons missing for ontologies with no submissions #87

This is a regression, resulting from the redesign of the ontology summary page.

If an ontology has no submissions, the submissions table isn't shown. The add/edit button for submissions is located at the top of the submissions table. Users have no way to add an initial submission for ontologies with no submissions.

Normally, when users add an ontology entry to BioPortal, they are prompted with forms to not only create the ontology, but also to add the initial submission. In one case reported by an end user, the creation of the ontology object succeeded, but the creation of the submission object failed. So, they proceeded to the ontology summary page to attempt to re-add the submission, but the submissions table with the add button isn't displayed.

Notice the location of the add/edit buttons at the top of the submissions table.
