Dialog for permanent class page links doesn't render

Steps to reproduce in the sync-agroportal code branch:

1. Navigate to the Classes tab for any ontology
2. Select any class in the class tree
3. Click "Get a permanent link to this class" (located to the right of the "Class Mappings" tab)

A dialog should appear with the permalink, but no dialog is rendering
