changes to meet Biothings plugin standard #1

This PR introduced the following changes:

(Trivial) decreased the size of ddinter_data.json and rename the file to ddinter_sample_output.json
(Nice-to-have) added a README
(Nice-to-have) added open source license info in manifest.json
(Must) explicitly listed all files to download in manifest.json
(Must) added verions.py module to hard-code the release tag
