Vaccination Intent

In a previous commit 37e2dcc by @harryhoch , some changes were made about vaccination intent. These changes seem to have been overwrite in a recent version, if I understand correctly.

The commit was proposing to have the vaccination intent topic as:

• behavior (midas 79)
  • vaccination intent (HOR 446) [subclass of midas 79]
    • intent to be vaccinated (apollo 637) [subclass of HOR446]
    • intent to have a ward vaccinated (apollo 650) [subclass of HOR446]
      • intent to have a child vaccinated (apollo 651) [subclass of apollo 650]
  • intent to vaccinate (apollo 639) [subclass of midas 79]

We also have in the ontology (if we integrate the previous change):

• behavior (midas 79)
  • vaccination intent (HOR 446) [subclass of midas 79]
    • intent to be vaccinated (apollo 637) [subclass of HOR446]
    • intent to have a ward vaccinated (apollo 650) [subclass of HOR446]
      • intent to have a child vaccinated (apollo 651) [subclass of apollo 650]

The only question I have is why the " intent to vaccinate" is not under the "vaccination intent" topic?
