A few different issues have been raised that may require breaking changes to the Windows Package Manager.
We're essentially using semantic versioning to help users understand what they should be able to depend on with respect to versioning.
One caveat is our build system controls the "patch" version, and it is coupled with App Installer.
If we were to deprecate support for 1.x manifests, that would be a breaking change.
If we were to change the default install verbosity to silent rather than "silent with progress".
There may be others, this discussion is a placeholder to capture any potential breaking changes to help ensure we avoid breaking minor versions.
