Log level seems to be per vscode session #39645

Currently log level are per vscode session, which has the following flaws:

I can not turn off logging if I want to (privacy concerns)
I can not turn some specific level for startup events

Log files go into the user's disk, it's not a privacy concern.

For startup events, you need to use the --log LEVEL option.
