Preference editor for the context menu

Would it be possible to add a new preference editor to manage the context menu? Something similar to the Keyboard Shortcut editor that would allow users to define:

• a menu/submenu title
• a position order
• a command
• a contribution point
• a when clause

I couldn't find a similar request, let me know if I overlooked it.
