Related to #11152

Scrolling works fine (either via mouse wheel or via changing the focused item), but no scroll bars show up.

This is a juicy bit of work. Needs to render a thumb (with size relative to scrolling area, but also has a min size), The click/drag behavior has key details. There historically have been differences between touch and mouse, not sure what the status of that is or of "shy" scrollbars.
