None of the WSL commands work on my machine

Expected Behavior

Successful execution of the commands?

Actual Behavior

Running any wsl command results in:
The service cannot be started, either because it is disabled or because it has no enabled devices associated with it..

This guide does not work for me since I can't even run the first command (obviously).

By following this guide for manual installation I can only get to the step 3 since step 4 requires executing wsl command which still does not work
