Explorer failing to re-open windows pointing to WSL folders after restart #6797

Repro Steps

Have Windows Explorer Windows open that point to a mounted network folder inside of WSL

Expected Behavior

When restarting the system, the Explorer folders should wait until the network drive is ready and then load them

Actual Behavior

Windows Explorer fails with an error message that the resource could not be found and I have to confirm that error message for every single window that was open, which will then also close them.
