Windows build number: 10.0.20161.0
Your Distribution version: N/A
Whether the issue is on WSL 2 and/or WSL 1: N/A

Steps to reproduce

  1. Fresh install a windows (Chinese language, 10.0.20161.0)
  2. open cmd
  3. type wsl

Expected behavior

Show normal command line help

Actual behavior

This is codepage 936 (GBK)
