Repro Steps

Launched the windows powershell (x86) as administrator.
Ran the code wsl --install as guided in the microsoft official website.
The code ran and installed the ubuntu, but while launching the ubuntu it failed to attach to the disk 'C:\Users\shiva\AppData\Local\Packages\CanonicalGroupLimited.Ubuntu_79rhkp1fndgsc\LocalState\ext4.vhdx' to wsl2 : the system cannot find the file specified.
Error code: Wsl/Service/CreateInstance/MountVhd/HCS/ERROR_FILE_NOT_FOUND

Expected Behavior

wsl installed successfully.

Actual Behavior

Failed to attach to disk 'C:\Users\shiva\AppData\Local\Packages\CanonicalGroupLimited.Ubuntu_79rhkp1fndgsc\LocalState\ext4.vhdx' to wsl2 : the system cannot find the file specified.
Error code: Wsl/Service/CreateInstance/MountVhd/HCS/ERROR_FILE_NOT_FOUND

Got lucky solving the issue.
First - 'wsl --unregister ubuntu'
Second - uninstall ubuntu from settings.
Third - Launch "Turn windows feature on or off"
From here the steps worked for me not sure if it will work for everyone.
Fourth - Uncheck Virtual Machine Platform and windows subsystem for linux, press ok and restart the pc.
Fifth - Again turn on (or check) Virtual Machine Platform and turn on windows subsystem for linux, press ok and again restart the pc.
Sixth - Open powershell as administrator and run wsl --install.
