A workaround for this problem was provided by a user named Rohatsu in a GitHub discussion: Copy Contents:
Copy the contents of C:\Program Files\WindowsApps\CanonicalGroupLimited.UbuntuonWindows_1604.2017.922.0_x64__79rhkp1fndgsc to another directory (e.g., C:\Ubuntu). Start Ubuntu Executable: Start ubuntu.exe from the new location. This should install Ubuntu. Use ubuntu.exe from the new location going forward to start up Bash, etc. |

Repro Steps
I was installing the Ubuntu 20.04 distro in WSL 2 using the command:
wsl.exe --install Ubuntu-20.04 --web-download
The ubuntu is downloading and installling. But then the error pop-up comes saying that the network location cannot be reached.

I have earlier installed WSL without any issues on my PC and was running fine with ROS1 and ROS2. But when i tried to uninstall a python verison, it show how corrupted the ubuntu. so i unregistered the older version. And now trying to install new one. But i doubt that the old files are still in my system as I can see the older version of ubuntu in my program.
and I am not an admin of the PC:. But i have admin rights but the windowsApp folder is not accessible to me.
