User Impact:
If a minimum luminosity contrast ratio of 3:1 is not provided between foreground and its background, it would be difficult people with moderately low vision to identify them. Good luminance contrast accommodates diverse color deficiencies and provides contrast that is independent of color perception.

App Name: Power Toy Preview
App Version: v0.23.0
Screen Reader: Narrator

1. Launch Color contrast analyzer tool.
2. Open Power Toys Settings App.
3. Navigate to 'Fancy Zones' menu item and activate it. 'Fancy Zone' pane will open.
4. Navigate to 'Launch Zone Editor' button and activate it. 'Choose your layout for this desktop' window will open.
5. Naviagte to 'Apply' button using tab key.
6. Verify the luminosity ratio of the focus indicator on Apply button using Color contrast analyzer tool.
7. Observe the issue.

Note:
Visual focus indicator is not properly visible on Apply button.
Same issue repro on Save and Apply Button in Custom Layout creator Dialog

Actual Result:
Luminosity ratio of dark blue dotted focus indicator with light blue background on 'Apply' button is 2.0:1 which is less then 3:1.

Expected Result:
Luminosity ratio of focus indicator on 'Apply' button should be minimum 3:1.
