New Color Picker PowerToy

I was looking through the Microsoft Store looking for a color picker and I was surprised to see that they didnt have an official color picker, it would be nice that they added a color picker to PowerToys that showed the rgb code, hexadecimal code and the color spectrum wheel/square of a color from an image from clipboard or file manager or from a screenshot.

#864 tracks this request already. Please leave feedback there do we can make the spec and proposal better!
