PowerToys v0.86.0: replacing keyboard keys not working in new release #36193

I'm seeing the same issue: I'm trying to disable Caps Lock with Keyboard Manager, but it's not working anymore |

Attaching zipfile. Some more info: if the PowerToys window is minimized to the system tray the setting of cap lock to "disable" has no effect. If the either the quick access or the full setting window is open, the disable does work. |
I'm not sure why the issue was marked as stale. I attached the requested zip file & provided further info on how to reproduce. |

Steps to reproduce
remapping the key "" to "Ctrl" failed though it was working on previous releases
✔️ Expected Behavior
when pressing "" on wireless keyboard i want the keyboard to map this key to right control (Ctrl)
❌ Actual Behavior
Powertoys keep writing "" and the mapping function is not working
