Running as admin
No by default, Issue exists when run as admin as well

Steps to reproduce
Open Workspace Editor
"Create Workspace"
Open 3 distinct instances of Microsoft Edge
Place them on the screen where you want them. (I have them on Screen 2 (Left) of a 2-monitor display)
Hit "Capture"
Add CLI arguments to distinguish between them and to open default pages

--app="https://www.wikipedia.com"
--app="https://www.msn.com"
Save Workspace
Close Microsoft Edge Windows
Launch Workspace

Workspace Editor Screen

Placement of the following windows at the following locations on my display
