Sometimes 2 monitors get their fancy zones changed together when only one should

Steps to reproduce

It's a flakey bug, I don't have steps that will reproduce it 100% of the time, but this is how:

1. Start moving a window.
2. Activate fancy zones (by right clicking).
3. Press number 2 on my keyboard to switch the layout while on monitor 1.
4. Monitor 2 switches layout too. Monitors 3 through 6 don't.

Possibly something odd with so many monitors?

✔️ Expected Behavior

For only the monitor where the cursor pointer is to change layout.

❌ Actual Behavior

2 monitors change layout together, sometimes, but not always.
