Steps to reproduce

Me want to use win type as mac, I set CAPS as Ctrl, and use Ctrl to change the language I input. And to be honestly the CAPS is the most useless key during I use the WIN.
The issue is when I start my PC in a new day. And I have already set the PowerToys start at reboot. The Keyboard Manager wouldn't work. I need to re-open the Keyboard Manager to make the tool work again.
