Steps to reproduce

Head to Microsoft Powertoy's Keyboard management section
Click on "Remap a shortcut"
Set the Physical shortcut to Windows key + V and the "Mapped to" to whatever keybind you want it to be. Leave "Target App" blank
Press the Keybind you set it to

✔️ Expected Behavior

Microsoft PowerToys would bring up the Clipboard history

❌ Actual Behavior

Nothing happens, the Clipboard history doesn't pop up

May be you're confusing the columns? I think you want to set Win+V in the Mapped to column and your keybind in the first column.

Typical case of #13710. The word "physical" should be a hint that you should press these keys to achieve the other hotkey.
