Settings V2 UI Task: PowerToy Settings Template

• PowerToy Settings Template.
• This will be a template view all PowerToys settings will use.

Considered done when The following conditions are met:
• The top will be a header for the PowerToy
• Below header will be a short blurb of what the utility is
• Link to documentation for deep dives into features
• The first option will be to Enable the PowerToy - ToggleSwitch
• Attribution at the bottom will be provided #862 (see 4.1.6 for more)
• Settings will be logically grouped together.

Example (Old PowerToys Settings: Fancy Zones Settings)
