We're using FlatBundle, which only references msixS instead of storing them inside itself.

That means that the currently generated installer\MSIX\bin\PowerToys.msixbundle is required and need to be signed as well.

When we add multiple architectures, the only thing we'll have to change is to supplement additional IDs to build_msix.ps1's makeappx arguments.
