Create docker images for running tests, namely emulating remote hosts.

Suggest a matrix of:

  • Python version
  • Bash version

These should be suitable for local interactive use as well as for CI purposes.

Suggest an implementation that makes it possible to run tests on:

  • The local system
  • OR a docker container

Where jobs are submitted to either:

  • Locally available remote hosts.
  • OR a docker container.

Cylc version compatibility is the responsibility of cylc-rose so can be omitted.

Cylc Flow has a good example though note these two issues:
